High Cpu Usage Mouse Lagging


I just have to open the Chrome browser, and for 5-10 sec, while addons load and everything, mouse is lagging. Given that memory and cpu usage is usually very high the mouse is lagging way too often. Has anyone experiencing the same issue or has any idea why this is happening in Win 10 ?
